   This book is designed as a textbook for the Second Course of Pedagogical Language Institutes (the third year of study). It is, therefore, assumed that the student entered the Institute with the knowledge of English required for the entrance examinations, and that he has successfully completed the course of study outlined in the program for the First Course.

NOTES AND COMMENTARY.
In speaking of life at Oxford University, the newspaper does not, of course, mention who can afford to study there. When we consider that the cost of maintaining a child at an English secondary school would amount to over one-half the average earnings of an English worker, we can understand why more than 50 per cent of English schoolchildren have no opportunity to study beyond elementary school.

University charges are, of course, much higher; so high that only 2 per cent of English children, the children of the very rich, can have a university education. There are university charges, college charges, tuition fees, laboratory fees and the fee charged by the tutor. Rent for lodgings, payment for service and for meals in Hall are very high. The clubs and societies which invite the “fresher” to attend their meetings require membership dues. When to these ordinary educational expenses we add the cost of clothing, the total comes to several hundred pounds a year, even without the theatres, concerts and other recreations. The delightful university life described by the newspaper can seem only like a fairy tale to the sons and daughters of English workingmen.
